Playing with lives

Chief duncey Paul has reined in his compatriots, effectively blocking them from sporting activities until they have done some work on crime busting.

The dunceys are protesting:

"How that can build morale? All work and no play makes jack a dull boy," the source said.

My question to this duncey is: 'How can you play while people are dying like flies round you?
