I 'has' to point this out

Taken from the Express, a direct quote from former University professor and now President of Trinidad and Tobago:

In the second notification, Richards stated: "I George Maxwell Richards, acting in accordance with the Section 123 (4) of the Constitution of the Republic of Trinidad and Tobago, do hereby notify the House of Representatives that the Police Service Commission, acting in accordance with Section 123 (2) of the said Constitution, has nominated Stephen Williams for the appointment to the office of the Commissioner of Police."

Remove the italics and look at the purple print; what do you get? The president saying "I has nominated Stephen Williams..."
